ELI5: How were ISP\’s able to "pocket" the $200 billion grant that was supposed to be dedicated toward fiber cable infrastructure?

I\’ve seen this thread in multiple places across Reddit:

www.reddit.com/r/todayilearned/comments/1ulw67/til_the_usa_paid_200_billion_dollars_to_cable/

www.reddit.com/r/conspiracy/comments/64y534/us_taxpayers_gave_400_billion_dollars_to_cable/

I\’m usually skeptical of such dramatic claims, but I\’ve only found one contradictory source online, and it\’s a little dramatic itself: news.ycombinator.com/item?id=7709556

So my question is: how were ISP\’s able to receive so much money with zero accountability? Did the government really set up a handshake agreement over $200 billion?
